ABSTRACT

(p. 353) Islam believes that those over whom it rules form one human unit regardless of ethnicity and gender, and as such does not require anything of them except citizenship as there are no minorities in Islam. All people, from a human standpoint, are citizens of the Islamic State as long as they carry its nationality. Each one of these citizens enjoys the rights which the law has bequeathed, whether a person is Muslim or non-Muslim. Anyone who does not carry citizenship will be deprived of these rights even if he or she is a Muslim.
