On 31 December 1977, the US Ambassador, Herman Eilts, called on me and presented me with a New Year gift: Israel's proposals for the agenda of the meetings of the Political Committee. It had been agreed that the Committee should convene in Jerusalem in mid-January. The Israeli proposals consisted of the following points:

1 The situation of the Israeli settlements east of the Arish and Ras Muhammad line (the settlements Israel established in Sinai after its occupation in 1967).
