ABSTRACT
Activities at the Foreign Ministry were at a peak at the beginning of March 1978 in preparation for the Arab League Council meetings during the second half of the month. The Council was convening in one of its regular ordinary sessions to discuss several items relating to the League Budget and other administrative issues. The meeting was supposed to he held at the level of Arab ambassadors accredited to the League.
