Israel’s reply was so negative that there was no way of denying it, this was felt even by part of its staunchest friends in the US. The official State Department spokesman, Hodding Carter, expressed the American government’s regret that the Israeli government had not responded to the American queries. The reply it had given was, he said, no reply.
