Training and Status of Teachers

The quality of an educational system is determined primarily by the quality of its teachers. This, perhaps, is the most fundamental problem of education in Israel. Of the 2,500 new teachers appointed annually to elementary and secondary schools, less than one-half are fully qualified; and, even of those officially qualified, one may ask: ‘Has their training been adequate?’
