ABSTRACT

The education of a minority group is always a difficult problem, even in a well-established State, and at peace with its neighbours. How much more so in Israel, surrounded by Arab States which continue to declare themselves at war, and which the Arabs in Israel naturally regard as their brothers and allies. Nevertheless, much has been done for the education of Arab children in Israel. Although in matters affecting security there has been, of necessity, a measure of discrimination, in education the principle of equality of Jews and Arabs has been adhered to, and, by and large, put into effect. In what follows the problems which have arisen in this way will be discussed.
