ABSTRACT
New theories are created by individuals exercising their imagination on the disparity between measurements and the predictions from exist ing theory. They are human inventions and it is not possible to know if they are correct. Sometimes new theories result from reassessing already known facts or new non-experimental information. Typical examples come from cosmology and geology. However, comparative experiments, if they can be performed, can be expected to result in more rapid progress.
