ABSTRACT
The Warnock Report is the bedrock upon which all subsequent SEN strategy and legislation has been based. The Report coined the phrase ‘special educational need’ (SEN) and established the understanding of a ‘continuum of need’, which required a corresponding ‘continuum of provision’.
