The Organisation was set up in 1993 in response to a growing perception among seaports that a body should represent their interests within the European Community. The ESPO General Assembly, the decision making body, comprises three national delegates of ports from each of the 13 maritime Member States of the EU together with observers from four further states which may ultimately seek membership of the European Union.
