ABSTRACT
Shipping lines impose surcharges when situations occur which cause them to bear extra costs. This can happen in three ways: events of a temporary nature, fluctuating costs and differences in costs between areas served. Generally, shipping lines will put a notice to the trade in suitable newspapers to warn shippers about impending surcharges. Indeed, it is in the rules of some conferences, as agreed with shippers, that such notices be published.
