ABSTRACT

Although the Inkatha Freedom Party and the Conservative Party withdrew from the negotiating talks, by 24 September 1993, the ‘four pillars of the transition’ had been agreed by the Negotiating Council. These were the Transitional Executive Council (TEC), the Independent Electoral Commission (IEC), the Independent Media Commission (IMC) and the Independent Broadcasting Authority (IBA). The existing parliament enacted these bodies, which are outlined in Figure 5.1.
