ABSTRACT
The eighteenth century possessed an orderly and settled system of govern ment and administration. Local magistrates dominated local government, and the bench reflected the influence pattern within society. A man did not become influential because he was appointed a county magistrate; rather his appointment as magistrate depended upon his possessing the informal status which conferred a prescriptive right to that official position.
