The issue of the ‘rights of test takers’ is relatively new; in the past and to a large extent at present, test takers have simply had no rights. In fact, as was noted in Chapter 1, the test taker in traditional testing was not of major concern, and was viewed mostly as a black box. The test taker was important only insofar as computing the psychometric traits of the test. It was under stood that there was specific knowledge that the test taker should have, but that the body of knowledge was defined by those who wrote the tests and that the test taker was expected to comply with their decision.
