ABSTRACT

In order to explore the interface between science and policy, a series of policy-oriented questions will be addressed in this chapter. The purpose here is not to provide answers to specific policy questions, but rather to show how the scientific information presented in this book can be properly used as an input to the process of developing a policy response to the prospect of large, anthropogenically induced climatic change. Prior to doing this, we must first address the question "What is the appropriate scale of analysis?" That is, can useful policy insights be gained through the analysis of global-scale emissions and global-scale climatic changes, or must the policy analysis be grounded in changes at the regional level? Or is some mixture of the two scales of analysis most appropriate?
