ABSTRACT
The government would take orders from the presidential administration and run the economy. The head of the presidential administration became one of the most influential officials in the state. The party Central Committee Secretariat had had its own administration of affairs and had even acquired its own enterprises in order to be independent of other bodies. The state and legal administration was established on 7 December 1991 to advise the President on legal matters and to promote a single legal space in Russia. The administration for the coordination of the activity of presidential representatives in the regions, in the presidential administration, was given extra responsibility. The Security Council has permanent members with voting rights, the President, the Prime Minister, the secretary of the Security Council, the ministers of defence, foreign affairs and director of the domestic intelligence. The Security Council has many specialised commissions ranging over a very wide area.
