ABSTRACT
Truman had a brief honeymoon with the public: his approval rating stood at 87 percent in June 1945, and was still at 82 percent in October. These unusually high numbers are largely due to transitory factors: the initial rdlex of the public to rally around the new president and the successful completion of the war. Truman was unable to translate that good will into concrete political support for his domestic agenda, however. He spent most of his presidency defensively battli ng Congress, holding the line against attacks on the New Deal. The fundamentally negative character of Truman's presidency on the domestic front is best illustrated by his veto record. In his nearly eight years as president, Truman vetoed 250 acts of Congress (12 of which were overridden). This total was the most since Andrew Johnson, another 'accidental' president who assumed the presidency after the death of a beloved wartime leader.
