Having won a remarkable victory, the Alliance for Germany claimed the right to head the first, and last, democratically elected government of the GDR. Lothar de Maiziere was, therefore, duly elected head of govern ment or Minister-President. The idea was to have a government which represented, as far as possible, all shades of democratic opinion. Difficult negotiations followed and a grand coalition was formed on 9 April. (Before this happened the SPD received an apology from the DSU for part of its electoral propaganda which suggested that the SPD were Communists in disguise.) The grand coalition commanded 301 of the 400 seats in the new Volkskammer. The new government was made up as shown in Table 11.1.
