In irrigation management or development of rained cultivation decision variables and environmental conditions are generally considered first, then, exogenous variables are related to target variables. Heavy investment in large-scale irrigation has done little to alter gross statistics; most of the world's food is still produced by small-scale rained cultivators and small-scale farmers using irrigation. The links between irrigation and society are often strong, yet until recently there were surprisingly few attempts by social scientists to understand and map out these links. Getting good contact between various authorities is by no means the only requisite for satisfactory irrigation development, there must be adequate communication between the water supply, agricultural extension, marketing and other authorities and the cultivators. Bureaucratic management at its most rigid delegates little power to the water users. The main problem with bureaucratic-community management is providing an effective link between users and the water supply/irrigation authority.
