ABSTRACT
It is easy to rationalise when looking back at provision for any group of people and to see a pattern in what has happened. In practice the directions taken by social policy are often in response to all kinds of events and people. A crisis, war, the action of a pressure group or the influence of a dominant person may all change policy, as will the overall political philosophy of a political party.
