ABSTRACT

The inspection of access scaffolds must cover four unrelated features:

The structural stability of the scaffold, its effect on the building it serves and the adequacy of that building to keep it rigid. The effect of any unplanned attachments such as fans, hoist towers, sheeting, extra working lifts, loading bays, alterations and adaptations.

The adequacy and safety of the working platforms and their compliance with the Construction (Working Places) Regulations 1966. Compliance with the Construction (Lifting Operations) Regulations if any elements in the scaffold are subject to these. Compliance with other relevant regulations, and with the requirements of the local authority and police.

The safety of access for persons to and from the working platforms. The safety and access for persons and vehicles to the site through the scaffold. The safety of the public passing near to or under the scaffold.

The correct use of the scaffold by all workmen, contractors and subcontractors, and the correct loading.
