Prussia than there were Provinces, some Gauleiters failed to obtain posts of Oberprasident. This encouraged friction in regional party-state relations and merely served to underline the depth of dualism which incongruent territorial systems forged. With the Reich Governors (Reichsstatthalter) as well as the Oberprasidenten, there was an added problem over the precise nature of their authority. Whether they were subordinate to Hitler or to Frick, the Reich Minister of the Interior, was never properly clarified, for example. And their powers in relation to the various regional state officials - the Regierungsprasidenten in Prussia and the Minister-Presidents in the Lander - were likewise ambiguous.
