ABSTRACT
Forty years of experience of formulation of development theories and implementing development plans has allowed their evaluation and called into question their efficacy. It is now possible to identify those actions which seem to have done most to promote development and whose neglect has increased the risk of failure. There are still large variations in achievement among developing nations and in that sense there are still worlds within the Developing World.
