ABSTRACT
We saw in Chapter 2 that human resources managers provide a key link between the organization and its environment. The construction industry exists in a turbulent and complex environment which makes planning for the future extremely difficult. Nevertheless, it is precisely such forward planning upon which the effective management of human resources depends.
