Itwasexpectedthatthewholeworldwouldremainundertheirrulefor theforeseeablefuture.Hopefully,thatrulewouldbebenevolentand preparethe'backward'racesoftheworldforself-governmentatsome, moreorlessremote,dateinthefuture.
