Alexander restores many of the governmental and administrative practices of Catherine the Great. He also begins a series of discussions with a group of young men, 'the Unofficial Committee' in 1801, April-June. In 1808, September 27-October 14, Alexander meets Napoleon at Erfurt, leading to the Convention of Erfurt. But relations between the two are cool: Alexander is disappointed by Napoleon's continuing demands on Prussia, by French garrisons on the Oder, and by the lack of assistance he has received against Turkey. In 1813, November 27, Alexander signs the Constitutional Charter establishing a parliamentary system for Poland. He regards this as an experiment for future developments in Russia proper. In 1818 March, Alexander opens the Sejm in Warsaw and instructs Novosiltsov to prepare a draft constitution for Russia. In 1825, November 19, Death of Alexander. In 1825, December 14, Nicholas, Alexander's brother, proclaims himself Tsar; the secret societies in the army, already conspiring against Alexander, launch the unsuccessful Decembrist Revolt.
