ABSTRACT

This chapter discusses the European diplomacy in the year 1815 - 1822. In November 20, 1815, Treaty of Paris finally ends the Napoleonic wars. France is to pay an indemnity of 700m francs and to support an allied army of occupation for five years. The four powers Austria, Britain, Prussia and Russia establish the Quadruple Alliance and resolve to hold future congresses to settle European problems. In September 23, 1817, Treaty concluded in Madrid between Britain and Spain for the abolition of the slave trade. In October 1821, Castlereagh and Metternich meet at Hanover to co-ordinate their policies to prevent first, Russian involvement against Turkey, and second, French involvement in Spain. Finally in 1822, between October-December the powers meet at Verona where Metternich seeks to act as a broker. All except Britain agree to send notes of protest to Madrid. Britain, where Canning is now Foreign Secretary, separates herself from the others.
