ABSTRACT
Most developments in this volume are about the policy process. Demands are pressed (articulated); they become part of a programme (aggregated) or adopted in other ways by a government and, when required, by a legislature. The various elements of the programme are then turned into policies and subsequently implemented, perhaps only in part and perhaps only after a long time has elapsed. Thus what was originally only an idea becomes a policy.
