ABSTRACT
As chapters 3 and 4 have explained, the interplay of global trends and federal policies affects urban development patterns and revitalization outcomes. Nevertheless, urban revitalization is not simply a product of external forces. People at the local level also influence how their cities and regions fare in the global economy and work to build places that reflect regional values and priorities. In other words, urban stakeholders both respond to the regional and global trends of which they are part and they shape how the global trends play out locally.
