ABSTRACT

A concept like restructuring is so broad that it can mean virtually anything the user wants it to mean. Educators tend to use the term in a variety of ways, perhaps in an unwitting attempt to prove that Humpty Dumpty had sensed something profound. It has been used in the name of minor reforms or changes in schools, what a person might call tinkering with the system. On the other hand, it can signal a revolutionary set of changes for the entire educational system.
