ABSTRACT

The aim of this chapter is to examine the efforts of the EU to advance Judiciary Sector Reform (JSR) and rule of law in the OPTs. JSR and the rule of law have both been two of the most important elements of the liberal peacebuilding and state-building debate. The chapter starts by offering an overview of the term and notion of JSR and the rule of law. It is argued that JSR is a component of the broader SSR. It is also argued that the relationship between SSR and the rule of law has been problematic; while the two concepts seem to be complementary in theory, they have been conflicting in reality.
