ABSTRACT

To fully understand education in a nation, one must understand the education-related policies that have been issued that provide guidelines for making decisions, that implement programs and practices, and that achieve the determined outcomes. Educational policies are usually written in documents which express educational objectives, processes, and human resources development of a nation. Policy documents are defined as “statements of the courses of action that policy makers and administrators intend to follow. Within this view, the analysis of policy documentation becomes a quest for the authorial intentions presumed to lie behind the text” (Codd, 1988, p. 237). Educational policy documents can be in the form of laws, government decrees, and school curriculum. This range of documents serves as the underpinning for educational practices in the nation.
