ABSTRACT

The view that the education of children and youth must continuously be better than before has been a basic belief of the American people. Each generation of advocates or critics of education repeats the demand for better educational programs, better pre-service teacher preparation, and better in-service education of teachers already employed in schools. Whenever the topic of educational improvement is discussed, the importance of school personnel in such improvement becomes paramount. Educational leaders consistently have emphasized the importance of human resources in providing quality education.
