ABSTRACT

Issues such as organizational commitment to quality support services, evaluator training, and tangible assistance for educational specialist improvement are critical for transforming evaluation from a bureaucratic activity into a meaningful strategy for personnel and school improvement. This chapter addresses the implementation issues that are fundamental to the contextual realities that affect any new initiatives, such as specialist evaluation. Technical assistance for teachers was provided in responding states compared to which provided assistance in evaluation of educational specialists. The purpose of goal setting is to focus attention on professional improvement based on process of determining baseline performance, developing goals, identifying strategies for improvement, and assessing results at the end of the plan's time period. To optimize the effectiveness of a new evaluation system, it should be integrated into existing structures and addressed in professional training programs. A clear understanding of the performance standards determines the actual quality of the evaluation process.
