ABSTRACT

One of the most common legal issues faced by principals deals with the use of technology, both more traditional uses (email, Internet) and more recent ones (social media and smart phones). According to the Pew Internet and American Life Project, more than 75 percent of twelve- to seventeen-year-olds own cell phones (Lenhart, 2010). Seventy-two percent, or 88 percent of cell phone users, send text messages. Ownership is higher in urban areas than in rural districts. Cell phone use among middle grades students exceeds 50 percent, and in elementary school use is about 25 percent of students (Lewis, 2011).
