ABSTRACT
The problem of cinema closures is one which, if it is to be tackled at all, must be tackled urgently. It does not therefore lend itself to radical schemes which require long preparation of public opinion and/or a change of government before they can be put into effect. Nor does it lend itself to elaborate blueprints which will encounter the reflex reactions of administrators against complex schemes.
