Studies of educational productivity and adequacy also rely heavily on test scores to measure school quality. Test scores are the primary measure of school quality in cost function analyses of school districts.1 They are also major determi­ nants of those districts deemed successful in the Successful Schools analyses of educational adequacy (Baker, Taylor, & Vedlitz 2004).
