ABSTRACT

This chapter discusses the examples of coalitions, which taken from initiatives then evaluates in cooperation with other evaluation partners, in two cases a local university, and in another case a second evaluation firm. Addressing broad-based problems through coalitions of organizations and other influential entities is the logical best choice. 'REDUCE', which stood for Reducing and Eradicating Drug Use through Coalition Efforts, was a federally funded, five-year project designed to build the infrastructure for a coalition of organizations and coordinate and implement actual programs for the prevention of illegal drug use. The project was somewhat problematic from the start, as the funding source had ambiguous requirements about the kinds of programming and coordinating mechanisms the coalition was supposed to implement, but had very clear goals on outcomes, the coalition was supposed to reduce illegal drug use in measurable and significant ways in their region.
