ABSTRACT

In many ways, Illinois is your typical lottery state. We have chosen it as a case study not only to transition our focus from the general to the specific, but because this particular case embodies many of the matters that have dominated our analysis so far. The legalization of the Illinois Lottery represents a process from which a certain form of gambling went from prohibition to state-sanctioned in the historical blink of an eye. This whole process did not unravel without political conflict, though. What became a nearly decade-long battle over lottery adoption seemed only to delay the inevitable. The state of Illinois got its lottery in 1974, and it began with a boom.
