ABSTRACT
Prevention, as the saying goes, is nine-tenths of the cure. This is simplistic, but true. Preventing water pollution is much easier, cheaper and more effective than trying to undo the damage it does. The more we minimize pollution, the less we have to clean up. Unfortunately, this has not been the traditional approach.
