ABSTRACT

The Jewish Agency Executive demanded full sovereignty for the Jewish State. It was not prepared to make peace with the Royal Commission's recommendations, which implied a tangible infringement on the sovereignty and independence of the Jewish State and all that entailed. These recommendations included the following: the cities of Haifa, Tiberias, Safad and Acre were to be removed from the areas of the Jewish State and placed for a certain unspecified period under a British mandate; the Port of Tel Aviv, in conjunction with the Port of Jaffa, would be placed under the supervision of a joint port authority to be headed by an official appointed by the mandatory government; receipts from port duties levied in the ports of the Jewish State would be transferred, for a time unspecified in advance, to the mandatory government; duties between the Jewish and Arab State would be equalized; and finally, the Royal Commission recommended obligating the Jewish State to support the Arab State financially. 1
