ABSTRACT

This chapter compares the Japan model with the Washington Consensus before studying it in comparison to the China model. While academic and media attention in the United States has been focused on a contrast between the China model and the Washington Consensus, a comparison between the Chinese and Japanese models is equally revealing. The China model is similar to the Japan model because it is part of the same East Asian historical development. The Chinese government also actively learned from the Japan model in the early years of reform. Some Chinese thinkers argue that China should still focus on learning from Japan, particularly from Japanese companies. Since international attention to a particular development model relates to its foreign aid programs, the chapter compares the China model and the Japan model as reflected in third countries. More specifically, the Japan model could be viewed as including the developmental state, one-party dominance, and welfare capitalism.
