ABSTRACT

We now come to the true test of what we have done over the past four years: the task of seeking to implement the findings and the resulting recommendations of this study. This requires those in policy-making and decision-making positions, as well as practitioners in classrooms and teacher educators in colleges and universities, to put into place the framework for the development of multidimensional citizens in the 21st century. This is a complex undertaking, but if it is not done, all that has been accomplished to date is simply an academic exercise. For in policy research, the only true successful outcome is the improvement of practice.
