ABSTRACT
As the last remaining republic to leave socialist Yugoslavia, Montenegro declared its independence more than a decade after signing the Dayton Peace Accords. Yugoslavia by this point consisted of only Serbia and Montenegro. State independence was reached as a result of a ten-year-long mobilization process, which started in 1997 when the republic’s leadership turned against Slobodan Milošević.
