ABSTRACT

To declare a project a “success” or a “failure” ignores an important fact, that a project can have several important purposes or goals, some of which may prove to have been much better served than others. Fairness would require that all stakeholders in a project be heard. Even analysts doing a disinterested assessment harbor their own biases (e.g. emphasizing particular criteria that measure performance). For these reasons, it would be wise for all parties to list goals explicitly and, if possible, to rank or weight them in order of importance.
