ABSTRACT
It is apparent that a significant change in decision-making patterns, as well as in the position and make-up of the court, has occurred over the last three decades. There have been more constitutional and unconstitutional rulings and fewer conciliatory partially unconstitutional rulings. But other changes also have occurred at the same time other changes have taken place.
