ABSTRACT

Possible solutions include the closure of fisheries, quotas, government buyouts of fishing rights, and regulations that require safer fishing equipment, including excluders, which allow some marine animals to escape. Policymakers must decide what level of fishing effort is ideal and how that goal should be addressed. This chapter introduces a popular model of natural resource management using fisheries and forests as the central examples of renewable resources. The chapter also discusses the pros and cons of available policy options and the policy implications of uncertainty. Chapter 14 follows up with case studies of depletable and replenishable resources.
