ABSTRACT
There is both continuity and change in the history of international climate finance. These two qualities are not always easily distinguishable in the source material. One reason for the difficulty in telling them apart is that important changes to international climate finance have been brought about indirectly, as a result of reforms elsewhere in the climate change regime. These implicit or knock-on changes have yet to be carefully traced by scholars.
