ABSTRACT

Whereas the previous chapter located HIV/AIDS NGOs in the context of civil society development in post-Soviet Russia, this chapter shifts the perspective to the global governance of HIV/AIDS and the role civil society plays within this framework. It aims to understand how the international policy framework of HIV/AIDS has evolved and how it affected the interplay between state and civil society in the response to the Russian HIV/AIDS epidemic. This analysis requires an examination of both the international, national and local levels of HIV/AIDS governance and an understanding of their interconnections.
