ABSTRACT

Indicators have a wide range of applications and can serve different purposes. They can facilitate policymaking, societal debates or function as foundation of arguments in academia. Depending on the purposes of using indicators, the requirements for them vary. For the purpose of academic research, the theoretical plausibility of indicators is more important than that for the purpose of policymaking where feasibility is more emphasized. In this study, the applications of indicators follow the requirements for indicators used in academic research. The establishment of the decoupling indicators in this chapter is based on the previous chapter on theoretical potentials. A comprehensive set of decoupling indicators for the residential sector is a premise for investigating decoupling trends in the case study. Without quantification of the extent of decoupling, it would hardly be possible to know whether, and to what extent, decoupling of housing-related environment impacts from housing stock growth has taken place and to evaluate the effectiveness of decoupling strategies implemented in each investigated city region.
