ABSTRACT
It is always a delicate proposition to explain exactly why any society experiences a "delay" in adopting a technical innovation when to all evidence it is materially advantageous to do so. Quite often commentaries merely invoke the existence of some resistance which, depending on the circumstances, is intuitively and summarily identified as being of social, cultural or psychological origin.
